Important PFML updates and reminders

ON THE HORIZON…

Paid Family and Medical Leave (PFML) mandates have passed in the following states with benefits effective in 2026:

  • Delaware
  • Maine
  • Maryland
  • Minnesota

Sun Life is following the creation of these programs closely in anticipation of offering PFML private plans.

Massachusetts (MA) PFML
  • Employers must renew their Sun Life self-insured and fully insured private plan exemptions through MassTaxConnect every 12 months or as otherwise directed by the Department of Family and Medical Leave (DFML). Employers who fail to renew their private plan with the Commonwealth will be put back into the state plan for MA PFML administration and the Commonwealth may assess historical premium fees or penalties. Clients with a Sun Life private plan should contact your Sun Life representative for the appropriate confirmation form(s) prior to your private plan renewal date.
Connecticut (CT) PFML
  • Effective June 1, 2023: the maximum weekly benefit increased from $840 to $900.
  • Private Plan exemption renewal timeline: CT Paid Leave Authority requires all employers with a private plan exemption to hold a vote and submit a renewal application every 3 years. We are coming up on the first set of required renewals. Employers should find their exemption approval date (note this could be different and earlier than policy effective date) and work with their private plan carrier as needed to secure their renewal approval with CT a minimum of 30 days prior to the expiration date. Clients with a Sun Life private plan that need assistance with the vote can contact their Sun Life representative for information.
Colorado (CO) PFML
  • Employers planning to offer a private plan (including self-insured or administration-services-only models) are not exempt from paying FAMLI premiums until the FAMLI Division has reviewed and approved the private plan or self-insurance documentation in accordance with the Division’s private plan regulations. All employers must register with the Division and will be required to pay premiums until they receive approval from the Division. Employers will be able to request a refund for premiums paid in 2023, if their private plan has an effective date on or before January 1, 2024, and they submit an application for private plan approval on or before October 31, 2023. Employers using self-insured private plans can apply for approval now by submitting an application in My FAMLI+ Employer. The fully insured private plan process will be announced shortly.
  • Colorado announced that the State Average Weekly Wage (SAWW) has increased from $1,350.55 to $1,421.16 effective July 1, 2023. This will impact the PFML benefit calculation when program launches on January 1, 2024, however the Maximum Weekly benefit will remain $1,100, through June 30, 2024.
Oregon (OR) PFML
  • Oregon announced that the State Average Weekly Wage (SAWW) has increased from $1,224.82 to $1,269.69 effective July 1, 2023. When PFML benefits begin, the Maximum Weekly Benefit payable will be 120% of the SAWW or $1,523.63; the Minimum Weekly Benefit will be 5% of the SAWW or $63.48.

Improvements in Short-Term Disability claims processing and new email address

Sun Life is improving its Short-Term Disability claims experience by doing more to match claims complexity to analyst experience. As we maximize experienced talent across our claim organization, we are moving away from regionally based claims teams (and regional “RCC” email addresses). The updates that you receive from claim analysts will now appear in your inbox under the new email address, [email protected]. We invite you to use this email box going forward, in the same way you used the “RCC” email address. The RCC email address will forward emails until such time it expires later this year.
